Work Pass

What is an Employment Pass and who qualifies in 2026?

The Employment Pass (EP) is Singapore’s work pass for foreign professionals, managers and executives. The current minimum qualifying salary is S$5,600 a month for most sectors and S$6,200 a month for financial services. The threshold rises progressively with age — a candidate aged 45 or above must clear S$10,700 (most sectors) or S$11,800 (financial services). From 1 January 2027, the floor rises again to S$6,000 and S$6,600 respectively. Every applicant must also hold acceptable qualifications and pass the Complementarity Assessment Framework (COMPASS). What is COMPASS and how does it score my EP application?

COMPASS (Complementarity Assessment Framework) is MOM’s points-based assessment for every Employment Pass application. It has applied to all new EP applications from 1 September 2023 and to EP renewals for passes expiring on or after 1 September 2024. Each filing is scored across four foundational attributes — salary benchmark, qualifications, diversity, and support for local employment — earning 0, 10 or 20 points each, with two further bonus attributes (skills shortage and strategic economic priorities) on top. What is the difference between EP, S Pass and Work Permit?

The EP is for professionals at the minimum qualifying salary (currently S$5,600/month in most sectors, S$6,200 in financial services), the S Pass is for mid-skilled staff from S$3,300/month subject to quota and levy, and the Work Permit is for semi-skilled workers in construction, manufacturing, marine, process and services. EP holders carry no quota; S Pass and Work Permit applicants count against your firm’s sectoral Dependency Ratio Ceiling (DRC). Work Permits also carry source-country and dormitory rules. What is the Fair Consideration Framework and does it apply to my hire?

The Fair Consideration Framework (FCF) requires Singapore employers to consider local candidates fairly before hiring a foreigner on an EP or S Pass. For most roles, you must first post the job on MyCareersFuture for a minimum of 14 days. Two notable exemptions: firms with fewer than 10 employees, and positions with a fixed monthly salary of S$22,500 or above. How long does it take to incorporate a Pte Ltd in Singapore?

A Singapore private limited company can be incorporated through ACRA in as little as one working day once name approval is granted. Asprin’s Standard incorporation package (S$850 S$489) delivers an operational Pte Ltd in three working days end-to-end, covering ACRA filing, constitution, share allotment and Corppass setup. Solo-founder Pte Ltds can take the Lean tier at S$350 S$199. A bank account through OCBC, DBS or UOB typically takes a further five to ten working days after the warm introduction. Do I need a Singapore resident director?

Yes. The Singapore Companies Act requires every Pte Ltd to have at least one director who is ordinarily resident in Singapore — meaning a Singapore citizen, Permanent Resident, or EntrePass / Employment Pass holder with a residential address in Singapore. Non-resident founders typically use a Nominee Director service (from S$1,500/year, refundable deposit required) for the first 12 months while their own work pass is approved. Can a foreigner incorporate a Singapore company remotely?

Yes. ACRA accepts electronically signed Constitution documents and verified passport copies, so a non-resident founder can incorporate fully remotely. The Pte Ltd still needs a Singapore resident director (commonly via a nominee service for the first year) and a registered Singapore address. How much do ACRA government fees cost on top of professional fees?

Standard ACRA fees for incorporating a Pte Ltd are S$315 in total — S$15 for name application plus S$300 for incorporation. The Annual Return filing fee is S$60 per year. Corporate Secretarial

What does a corporate secretarial retainer cover?

A standard corporate secretarial retainer covers all routine ACRA filings under the Companies Act: the Annual Return, AGM resolutions and minutes, directors’ resolutions, share allotments and transfers, statutory register maintenance, and updates to officers or registered address. Asprin’s Standard retainer is S$550 S$499/year flat, with no per-resolution charges; Lite at S$350 S$299/year covers solo-founder Pte Ltds, and Plus at S$1,250/year picks up Constitution rewrites, share buybacks and other non-routine work.
