Three things every Singapore employer should know in 2026

EP and S Pass floors are at recent highs — another lift is locked in for January 2027.

  • EP qualifying salary at S$5,600. Since the 1 September 2023 raise, the Employment Pass floor has been S$5,600 a month in most sectors and S$6,200 in financial services for applicants at age 23, scaling with age to S$10,700 (S$11,800 in financial services) at age 45 and above.   • COMPASS C2 qualifications list refreshed 1 January 2026 — verification now matters more. MOM’s updated 20-points institutions list and 10-points equivalent-qualifications list took effect 1 January 2026 and applies to all new EP applications and renewals expiring on or after that date. Every qualification you declare for COMPASS C2 points must be authenticated by a MOM-recognised third-party verification agency — without it, the points don’t score. MOM COMPASS framework →
  • Confirmed: another EP and S Pass step-up from 1 January 2027. EP floors rise to S$6,000 (general) and S$6,600 (financial services) at age 23; S Pass floors rise to S$3,600 (general) and S$4,000 (financial services). Plan renewal timing now where the candidate’s salary is close to the current floor.
  • S Pass monthly levy harmonised. From 1 September 2025 the S Pass monthly levy is a flat S$650 across all sectors and tiers — the old Tier 1 / Tier 2 distinction has been retired. MOM S Pass quota & levy →
  • Local Qualifying Salary rises 1 July 2026. The LQS — the prevailing monthly salary that local employees must earn to count towards quota and LOC renewal eligibility — goes from S$1,600 to S$1,800/month from 1 July 2026. Plan ahead for LOC business-owner renewals and S Pass quota maths.

How does COMPASS scoring work for an EP application in 2026?
COMPASS scores every Employment Pass application across four foundational attributes — salary benchmark, qualifications, diversity (firm nationality mix) and local employment (PMET share) — earning 0, 10 or 20 points each, with two bonus attributes (skills shortage occupations and strategic economic priorities) on top. What is the EP qualifying salary in 2026?
The Employment Pass qualifying salary in 2026 is S$5,600 a month in most sectors and S$6,200 in financial services for applicants at age 23, rising progressively with age to S$10,700 (S$11,800 in financial services) at age 45 and above. Who qualifies for the ONE Pass?
The Overseas Networks & Expertise Pass is for top talent in business, arts and culture, sports, academia and research. The salary route requires a fixed monthly salary of at least S$30,000 for the 12 consecutive months prior to application, or a confirmed Singapore offer at that level. ONE Pass holders may concurrently start, operate and work for multiple companies, with no levy or quota. Validity is up to 5 years and the pass is renewable. MOM ONE Pass →
Who can get a Letter of Consent (LOC)?
Only Dependant’s Pass holders (and the DP spouses of ONE Pass / Tech.Pass holders for the business route) can apply for an LOC. There is no minimum salary or qualification, but the DP must remain valid for at least 3 months. Business-owner LOC requires the applicant to be a sole proprietor, partner or company director with at least 30% shareholding in an ACRA-registered entity. To renew, the business must employ at least one Singaporean or Permanent Resident at the prevailing Local Qualifying Salary (S$1,600/month now, rising to S$1,800 from 1 July 2026) for at least 3 months. Do I need to verify my qualifications for COMPASS?
Yes — every educational qualification declared for COMPASS C2 points must be authenticated by a MOM-recognised third-party verification agency (commonly Avvanz or Verity Intelligence) before the points will score. If you decline to declare qualifications, you score zero on C2 but the rest of COMPASS still works. If you declare more than one qualification (e.g. bachelor’s + master’s), each one needs separate verification. Asprin coordinates the verification with the candidate and the agency for a flat S$150 per credential; the agency’s pass-through fee is included. We’ll flag this on the intake call. Who qualifies for a Dependant’s Pass?
The Dependant’s Pass is available to the legal spouse and unmarried children under 21 of an EP or ONE Pass holder earning at least S$6,000 a month, or an S Pass holder earning at least S$8,000.
What is the S Pass quota and levy in 2026?
S Pass holders sit inside two stacked caps. The S Pass sub-quota limits S Pass holders to 10% of total workforce in the services sector (15% in construction, manufacturing, marine shipyard and process). On top of that, the broader Dependency Ratio Ceiling (DRC) caps the total foreign workforce — Work Permit + S Pass combined — at 35% in services (higher in other sectors). The practical implication: within the same DRC headroom, you can hire considerably more Work Permits than S Pass holders. Process

How long does an Employment Pass approval take?
Most EP applications receive an MOM decision within 10 working days of submission via the EP eService. COMPASS-borderline cases can stretch to 3–6 weeks.
Do you handle the candidate’s side too?
Yes. We co-ordinate document collection with the candidate directly, run pre-arrival briefings on tax, banking and housing, and handle the IPA-to-pass conversion at MOM Services Centre once they land.
Can Asprin take over passes already filed by another agent?
Yes. We take over renewal calendars, MOM correspondence and case histories from your incumbent agent with a simple Letter of Authorisation. Most transitions complete inside two weeks.

What’s included in your filing fee, and what isn’t?
Asprin’s per-filing fee covers eligibility review, COMPASS pre-score where relevant, document collation, MOM submission, queries, IPA conversion and one free appeal if MOM rejects (plus a 50% consulting-fee refund). Pass-through MOM government fees and any Multiple Journey Visa fees are already included in the prices shown.
Are there hidden charges, or scope creep on appeals and queries?
No. The per-filing price covers MOM submission, queries, IPA conversion and one free appeal. If MOM rejects on a case we took on, you also get a 50% refund of the consulting fee on that same case. We won’t take on cases we don’t expect to clear — that’s how the appeal-included pricing stays viable.

What is the Fair Consideration Framework?
The Fair Consideration Framework (FCF) requires Singapore employers to consider local candidates fairly before filing an EP. Most EP roles must first be advertised on MyCareersFuture for a minimum of 28 days. MOM FCF →

Asprin holds a comprehensive MOM Employment Agency Licence, number 25C3163 — covering all worker types and pass categories with no salary cap.

Additionally, Asprin is a corporate services provider (CSP).

What if X

What happens if MOM rejects an application?
Appeal handling is included in every filing — we draft and submit via MOM’s online appeal channel within 14 days of rejection — and you get a 50% refund of the consulting fee on the same case if the appeal also fails.
What if my EP application is borderline on COMPASS?
If the pre-score is between 30 and 40 points, we identify which specific attributes are pulling the score down and propose remedies before submission — a salary adjustment, a different submitting entity, timing the filing after a local hire lands, or shifting to S Pass.

The qualifications-scoring attribute of COMPASS. 20 points if the candidate’s qualifying institution is on MOM’s 20-point list, 10 points for the equivalent-qualifications list, 0 otherwise. Every declared qualification requires verification by a MOM-recognised third-party agency to score.
QVQualification Verification
Authentication of a candidate’s educational credentials by a MOM-recognised agency (e.g. Avvanz, Verity Intelligence). Required for any qualification declared under COMPASS C2. Asprin coordinates this for S$150 per credential.
LQSLocal Qualifying Salary
